Born into a criminal family, Jos Ruen becomes a social outcast when she swears into duty as a Lantern Lighter. But her connections to the criminal world persist even then. Secretly she accepts bribes from the Thieves Guild, while also informing for them to make it easier for them to get away with their crimes. It is easy for her to look the other way when richer folks lose their wealth. On the other hand, the Thieves Guild knows better than to ask her to ignore exploitation of poverty-stricken people, and especially exploitation of women.

Every once in a while she will help enforce a protection racket, or collect what the Thieves Guild calls “the Night Tax.” The Thieves Guild imposes the Night Tax on any business they do not sanction specifically related to illicit vice. The Thieves Guild collects the Tax through surprise visits to such establishments, which sometimes she will lead in full uniform of the Lantern Lighters to give credence to the ploy.

She has also been known to zigzag “handsy” nobles, imprisoning them in fake prisons in exchange for money to be released.

Most of the money she receives from the Thieves Guild she donates to churches, food depositories, or safe houses.

She believes by playing both sides she is in a superior position to bring about real lasting positive change to her city. She is ambitious with regards to progressing the ranks of the authorities but also feels they aren't entirely equipped to meet the challenges of poverty and unchecked hedonism the city faces. She walks a fine line, and knows she could easily end up a victim of extortion or assassination should she ever “go clean” and attempt to end her ties with the Thieves Guild. It is true, though, that she knows quite a lot about the Thieves Guild's inner workings and could herself “name names,” if it were ever necessary. So even without the threat of extortion or murder, she doesn't really want to cut ties with the Thieves Guild, as much as find true equity in their concordance.

Jos Ruen is a capable but defensive fighter; however, her greatest strength is the force of her personality. Her personality is magnetic and commands respect from whomever she addresses. She uses this to her advantage by assuming the role of the voice of reason, often sparing unnecessary bloodshed in the process.
